West Harlem got the sewage plant nobody else would take, and then got a park built on the lid of it: an Olympic pool, an ice rink, a running track, ball fields and a covered carousel, twenty-eight acres up in the air over the Hudson.
It was the first park in the country built on the roof of a sewage treatment plant, and it came out of a neighborhood refusing to just absorb the plant.
